Unmanned shipping in Italy: a technical insight

Abstract

The approval of the IMO voluntary Maritime Autonomous Surface Ships (MASS) Code marks a decisive step toward the adoption of autonomous and remotely operated vessels. While opening new markets and new businesses the ongoing evolution is expanding the cyber-attack surface of the maritime sector. This presentation examines the emerging relationship between autonomous shipping and port digital infrastructures (i.e. devices, networks, cloud tenants, software interfaces), offering highlights for a proper, design, deploy and assessment of future Remote Operation Centers (ROCs) and other Critical Maritime Infrastructure (CMI) assets. Starting from recent maritime cybersecurity incidents and the evolving IMO regulatory framework, the analysis highlights key security challenges associated with MASS operations, including the protection of ship-to-shore command links, resilience against sensor spoofing and false data injection, AI and machine learning vulnerabilities, and ransomware attacks affecting autonomous navigation systems. The discussion emphasizes the importance of trusted communication infrastructures, zero-trust architectures, certified data sources, and human oversight as fundamental elements of future maritime safety. The presentation also describes ongoing Italian initiatives aimed at supporting MASS deployment with Test Vessels, and the development of a national MASS and e-Navigation digital infrastructure and testing platform in Livorno. These activities contribute to the IMO Experience Building Phase and provide a foundation for validating technologies, operational procedures, and cybersecurity models. The presentation concludes with recommendations for achieving MASS readiness by 2032 through coordinated regulatory, technological, and cybersecurity efforts.

Bio

Dr. Paolo Pagano (male) received his M.S. degree in Physics in 1999 from Trieste University (I). In 2003 he received his Ph.D. degree in High Energy Physics from Trieste University having worked for the COMPASS collaboration at the European Laboratory of High Energy Physics - CERN (Geneva, CH). In 2004 he was affiliated at the Institute of Particle Physics - HISKP - at Bonn University (D). In 2006 he received a Master in Information Technology from Scuola Superiore Sant'Anna in Pisa. From 2009 he is with the National Inter-University Consortium for Telecommunications (CNIT). From the same year, he is leading Networks of Embedded Systems area at the CNIT National Laboratory of Photonic Networks in Pisa. From October 2015 he is the Director of the CNIT laboratory on advanced sensing and networking in sea ports in Livorno. His research activities have a specific focus on IoT and Mobile Networks. He is responsible of public and private research grants in the domain of Intelligent Transport Systems and Smart Plants. He is participating (on behalf of CNIT) to the ETSI standardization committees for Intelligent Transportation and Maritime Digitalization. From October 2022 he is member of the Space for Maritime Task Force jointly established by the Italian Coast Guard and the European Space Agency to implement their respective mandates around “smart and uncrewed shipping”. From September 2023 to July 2025 he has served as the chairman of ETSI ISG CDM (European Common Information Sharing Environment Service and Data Model). From April 2025 he is the Vice-Chairman of ETSI TC on Data Solutions. He co-authored about 150 peer reviewed papers to international journals and conferences.

The State of AI adoption in the Corporate World

Abstract

Corporate AI adoption has moved from experimentation to daily operation. Yet scholars and practitioners reveal a troubling pattern: departments and employees are choosing AI tools and building autonomous agents independently, with no company-wide coordination, generating an "AI sprawl" - a faster, more decentralized version of classic shadow IT. This presentation discusses the reasons why sprawl is accelerating (zero-friction tools, self-justifying budgets, no-code agent builders), the widening gap between usage and governance, and the financial exposure this creates—from insider-risk losses to data breach costs. It broadly discusses the hidden costs and risks of ungoverned AI. The deck closes with a suggestion for a practical four-step governance framework and sized recommendations for both SMEs and large enterprises.

Bio

Giulio Greco is Professor of Accounting at the University of Pisa, where he is also Programme Leader of the Master's Degree in Digital Intelligence and Change Management, and Scientific Director of the Executive Master Diploma in Chief Financial Officer. He previously served as Scientific Coordinator of the PhD programme in Business Administration and Management, jointly organized by the Universities of Pisa, Firenze and Siena. Giulio's research interests focus on financial accounting and corporate information systems. Giulio has published on leading international journals such as Journal of Accounting and Public Policy, Family Business Review, Public Management Review, Review of Quantitative Finance and Accounting. Giulio is active reviewer for leading international journals.
